The term catabolism refers to the state of the body in which body compounds are broken down for energy purposes. If you're not consuming sufficient carbohydrates that your body requires (such as to maintain your current muscle mass), your body will start breaking down muscle tissue for glucose.

To answer your question, catabolism can occur not only when one stop working out (which i infer that you mean quitting weights and gym stuff for some time). It can occur whenever there is an insufficient intake of carbohydrates.

Consuming sufficient nutritions such as carbs and proteins, provide the necessary building blocks to maintain or grow muscle mass. But that is not enough to "keep" muscle mass.

Your body is a dynamic thing. Put simply, if you don't use your muscle, you will lose it. This is especially so if you have built up plenty of muscle mass and suddenly quit lifting the weights u normally work on. To survive, your body do not require huge excesses of muscle mass. The extra muscle mass you gained from heavy lifting would eventually be broken down by your body if you do not periodically provide the sufficient stimulus to "shock" your muscles. i.e. give it a reason to exist.

So to maintain muscle mass, continue to work out

If you don't use it, you'll lose it. Even pro bodybuilders go to the gym regularly.

If you don't work out this is what happens!
